Scientists who followed Millikan whith his electron charge experiment all got an answer close to Millikan's - until they established that Millikan was not 100% correct. Those scientists should have posted their actual results - which would have been correct - rather than massage them to look like Millikan's.
Even though Newton and Einstein knew about gravity we still do not know everything. The gaaxies are holding together better than they should with all that w know about gravity. That is why dark matter and dark energy are being considered. In other words, the science is not working let's invent an invisible thing that must be making it work.
