I think they should let it flow. Salmon, which are an important part of the economy are at 1-3% the population of their historical average.
There is no snow pack to refill the basins. This was another very dry year and the driest spring that I can ever remember. All the land from the basin to the ocean is dying up and in great danger of wild fire that has been burning down entire town.
I live in a town on one of those river basins. Half the town is homeless right now because a fire burned through here last year. Fires are burning outnof control. You can't take the water from these regions and not expect this to happen.
