A burka is just the clothing covering the head, neck, and partial shoulders of woman. You're thinking of a niqab, which is the veil that completely covers the woman's face with eye slots to see through. Different groups of Muslims or different regions call for different combinations from nothing to a burka and niqab, or even full form covering with no distinctions between the face and head covering cloth and the rest of the clothes the Islamic woman wears. In many ways it's no different than the way a nun wears a habit, and comes from similar Abrahamic customs.

I see. I respect the modesty of the coverings as long as it’s a choice (even if their religion requires it, religion should be a choice)
