The fuckery seems to be limited to certain counties. I am in Sacramento County, and my ballot is printed on 2 sides. Elder's name is just below a fold. When folded nothing of import shows through the holes in my envelope. My friend who lives in Placer County, her ballot is printed all on one side of the paper, and the holes in her envelope are in a different place.
I sent the video of the gal showing how her Yes vote showed through the hole on her envelope to the Elections Division of the California Secretary of State's office. I asked for an explanation, we'll see if I get a response.

Voters who believe they've registered, but arrive at a polling place only to find they're not on the official voter registration list can cast a provisional ballot. The same is true for vote-by-mail voters who did not receive a ballot or forgot to bring it to the polling place. Provisional ballots go into a special envelope, and they're counted after it's confirmed that you're registered to vote.
