The legal rent increase is limited to a current resident. When the current resident moves out and a new resident signs up its fair game for them to charge whatever the market is willing.
Not to mention owners might improve their property between tenants. It's only fair that owners recoup their expenses. This isn't communism. We're in this for profit.
Now, should you "gouge" someone and take unfair advantage because of their shitty situation? No. That's being a dick.
The keyword here is "unfair" advantage. Charging high market rates for high quality property is just taking advantage of the market.
It's like sports. Use whatever "fair" advantage you can to exceed, excel, and succeed. Leave the unfair advantages for the cheaters and dopers.

Santa Monica, Ca had/has rent control. We used to call it the Peoples Republic of Santa Monica for that and other reasons.
Sure, the law is the law, but some laws are stupid. If it's worth $1,500 / month and somebody can pay it... so be it. Move somewhere else... on the flip side, the government should also get out of the way of development so more homes can be built faster to keep property values from going too high too fast.

Kind of, but there are laws in Canada to prevent kicking out tenants to raise the rent. It is a way to give renters a bit of security and keep landlord honest.
In Portland Oregon you can only raise by 9.9% or you have to pay tenant relocation costs.
