i had no idea schools received that much $.....question is, why? teachers and administrators were still getting paid....you don't need that much $ for hand sanitizer stations, disposable masks and some bleach for the bathrooms. What am I missing?

Holy crap Detroit got 1.2 BILLION dollars. I sorted for dollars per student and the blue areas of Michigan all got 10s of thousands to nearly 60k per student while red areas got hundreds to a couple thousand.

every state is different. Start with state constitution, then search the state laws and skim the index to check out areas that might relate, then look into county and local legislation that might apply in the district. All the 'power' all these places claim originally comes from the people, some way some how, and there are democratic ways to force change, it just takes enough people to vote the right way at the right places, and follow the proper procedures.
the particulars vary from jurisdiction to jurisdiction, however its all built from the same legal frame work. All the power comes from the people, and if given to politicians to execute our will. You just have to go through the local process to legally compel the board to act in a specific way. petitions, motions, lawsuits, notices, votes, you have to look into the local process. in my current state, you just need the co-operation of one sheriff and DA, or a judge. Any citizen can make the (citizens) arrest, laws are already on the books, you just need a Sherriff or court to turn the defendant over to then the jury decides if the law applies, but people are afraid to enforce the old existing laws because they have been ignored so long and the current powers that be threaten kidnapping charges on anyone who makes a citizens arrest and drop charges on all the illegal stuff they are doing flagrantly. the laws can be updated by the citizens. the arrests made by citizens for non compliance, and the trial decided by the citizens. you just need one 'official' to 'take custody' of the defendant that will start the trial process. technically we could put together our own grand juries for special circumstances but then its a battle with the established courts over the authority of the constitutional juries vs the courts created by state legislatures.
precedents have been set in the past, but it's been ~100 years or more since it was actually put to use. we haven't had to create our own government bodies because the ones created prior have grown out of control and 'handle' everything currently.
My small bumfuck school in rural Michigan got 1.3 Million. There's 567 students total, all grades. Its a well maintained modern school in a prosperous middle class farm town.
I couldn't begin to answer where this money went. I know how much plexiglass costs.

This is a New Hampshire statute. Your state is likely different. And it doesn't actually say that "citizens" can vote... it says the "board" votes.
