According to my research (spare moments here and there) that i did back in the day, there was the original HAARP in alaska. When it was "found out about" (read: found in conspiracy circle but vehemently denied by the gov) and verified on g.earth, i read that they shut it down and "stopped their research". Of course, months later you could find similar site set-ups in Russia, China, and ANOTHER site in alaska (further out in the boondocks, but not close to the original HAARP). IIRC, Alaska and Russia had sites way bigger than China (back in the early 2010's) I haven't spent too much time digging and consider that they are still running (reason being that we see DEBeams firing at Cali Wildfires from a few years back and even at earthquake sites, saw them on Dutchsinse's youtube)
My theory is that we are seeing countries use this as measures to interfere with weather cycles in other countries (think mass drought in china, mass flooding/fires/drought in USA, mass flooding in russia). Can't blame anyone if you don't have a smoking barrel and deny the existence of such outlandish weaponry/technology.
