In general I agree. The only time I find it acceptable to lie is when people will use the truth to commit atrocity (see pharoah and the midwives in the time period Moses was born and Rahab the prostitute and the spies in the time right before Joshua and Israel invaded Jericho).
That is not lying, it's self preservation. Been married for over thirty years no matter what I'll stay at her side but I'd never say something to make her feel bad because in my eyes, she's always perfect.
My husband and I have an agreement on this: I won't ask a question that 'baits' him, (such as the one you mentioned) and he will honestly and tactfully answer when I ask, "Does this look good on me?"
Midwives may not have been lying: Remember, both Egyptian men and women were 'soft', the women didn't work the way the Hebrew slave women did. Hebrew women were stronger, and stronger women have faster births. (Not to mention the fact we all have heard of babies that came before one can get to a doctor...) Now they likely timed the arrival so they could legitimately say what they said, but I don't think they lied, per se.
Deceit is deceit. Bald face lie or tacit lie. But even if it could be argued otherwise, I absolutely would lie to an evil agency if they planned on using my knowledge to hurt people.
I know this is sarcasm, but there is never an okay time to lie. "White lie" is still a fucking lie.

...or when my wife asks me if she looks fat in this dress.

Awe. That is so sweet.
Do you have a brother??
Because she’d use the truth to commit atrocity 🤣
