Red Queen theory can account for the vast majority of evolutionary mutations that occur and I can't help but think a similar explanation can be attributed to cognitive dissonance.

"The better a prey gets at evolving in ways as to be more difficult to hunt, the better the predator gets at evolving in ways as to become a more effective hunter".
