There are several organized militias in Texas; you can search for info on joining--all have armed divisions. I believe Texas also has its on militia.
Abbott has the authority to use militias per the 10th Amendment; however, at the rate he's going he'll probably try the Boy Scouts, maybe even the Girl Scouts, first.

County Sheriff has 100% authority to do this and can even deputize citizens for the specific cause. He also has the power to arrest any federal agents attempting to interfere. BUT...the sheriff can't do it by himself...he needs citizens to step up and talk face-to-face and talk about how they can support him in protecting the citizens of your county.
The answer to this is simple... if there are enough of us they can't stop us even if they wanted to. But it only works if like 300-400k of us all go down there and stay there for months on end.
Now, you'll get a multi-million dollar book deal for committing treason and you'll get locked in a cage for walking your dog or referring to a man as a man.
