The system as it exists now is penalizing those that have ambition and incentive by taking from them in the name of the war on poverty. In reality most of that money is stolen by the elites. If a large portion the money take from the American people in the name of their war on poverty had been actually spent trying to raise the poor up there might have been a different result but will the mentality of some of the welfare as a living people I have seen it would not have made much difference. It is a lack of pride to some extent, and lack of opportunity to some extent, but it is also a dead ass lazy as hell people to a big extent, and we can't afford to keep promoting that life style of laying on your ass and popping out more welfare checks as an existence.
