By the time Biden was "elected," 2030 was way behind schedule, and whether because bureaucrats gonna bureaucrat or because of other issues with the timeline, they couldn't just push back their timeline, they had to rush to push things forward as fast as possible, risking upending the applecart in the process.
Again, it's just a hypothesis, I'm hardly an expert, but does it hold water?
