I sorta get where your alarmism is coming from here, but I don’t think it’s entirely warranted here; the fact that the federal government has renounced enforcing written law is the major problem.
I dig your angle on it, but I'm 99% sure this is standard EEOC. It effectively means that they won't discriminate against anyone who is legally allowed to work in the country, regardless of whether they are a citizen, such as those with work permits.
On this topic, cracking down on companies that are employing illegal immigrants should be top priority next to securing the border. Those who are working illegally should have the book thrown at them, especially if they managed to gain employment by way of fraud, just like the people working at the chicken plant in 2019 or so.

Green card holders are not citizens but are legally allowed to work. Folks with work visas are also not citizens but allowed to work.

A lot of places do this. It's why Buyden Admin ended ICE's policy of workplace raids.
