Removing the battery is the same as not having the phone.
The nearest cell tower isn't as good at locating yu as triangulation via 2 additional towers. Triangulation can be done via compass as well.
Also computers have a type of memory called ROM, a small amount of memory that is powered by a tiny battery on the circuit board. you can unplug and remove the battery and that memory is still active. It tells the CPU how to communicate with all the parts of the computer both external and internal.
Its easily possible to do the same thing with cellphones. Even turned off with battery removed the cellphone can have an always powered circuitry for GPS tracking. Not saying its being done, but easily done nonetheless...
