Hmmmm. Good question. Is there someplace that shows the actual signed document? When you go to the bills page https://www.congress.gov/bill/117th-congress/senate-bill/164/actions under actions it has a pdf that shows it became law, but under signed by president there is no pdf. Interesting.

When you read all of those you really realize what a waste our government is. National Bison Day? National Family Service Learning Week? National Principals Month? Women Veteran Appreciation Day? National Character Counts Week? What a complete waste of time.

I think OP is making a very specific, yet very important, distinction. I haven't confirmed this by reading through The American Rescue Plan, but I intend to do some follow up and I promise that I will share my findings with you (if I do the follow up).
Biden IS the President. He has control of the Executive Branch. He "controls" the military (those parts of it that he is allowed to control). He can issue Executive Orders that apply to employees of the Federal Government. He can approve the Federal Budget and direct the budget of the Executive Branch. What he cannot do (according to this hypothesis) is sign legislation that implements law.
As I said, this is a hypothesis. Before you downvote or attack me, give me some time to review what Biden has signed, and how it applies to my statements above.
EDIT - a brief read through of The American Rescue Act lines up with my hypothesis. It's an appropriations bill. Now, I'm going to go back through other stuff Biden has signed to see if I can find something that counters my hypothesis.
SECOND EDIT - After reviewing the legislation passed by the 117th Congress, my opinion is that Biden has not signed anything that goes past the boundaries of the Federal Government. Now, I'll have to go back and look for something that Trump signed into law that DOES go beyond the Federal Government, and actually affects private citizens.
FINAL EDIT - alright, so it looks like Trump's legislation also stays within the Federal Government. At this point, I'll need to amend my hypothesis. I haven't fully thought it out but it goes something like this: "The President of the United States only has the power to tell his employees what to do, and how to spend money. Congress can only decide how to spend money. Any attempt by the President or Congress to influence the actions of a private citizen are unconstitutional and can be ignored." Trump acted within these guidelines. Biden is attempting to extend his power farther than the Constitution allows.
