18 U.S.C. § 713 You can’t use the seal in any political ads.
My question is, does this qualify as a political ad? It's published by the DNC, sure, but it's a (seemingly) factual statement accompanied by a dry video clip.

Based on the wording here, it's possible the DNC is just trying to cover their asses. They're well acquainted with that practice.
Hmmm, could be. However I don't recall seeing any previous presidents (even in campaign ads) blur out the presidential seal. Well, it's a deliberate thing, so somebody somewhere deep in the bowels of the Democrap Party might know.
I don't recall seeing blurry seals before either. With the amount of political coverage in our times, you would think this practice of obscuring the seal would be common knowledge. It's a bit fishy.

Hmm, could be that a blurred seal is a bad visual and most directors exclude it from the shots they choose?

One way to check would be compare videos of Trump and see if the same publisher done the same thing
