If I'm understanding correctly, you don't have to be a citizen of India to be extradited there from the U.S., and you don't have to have committed the crime on Indian soil, meaning if you or I say something that the Indian government doesn't like, we could, in theory, be extradited to India to stand trial.
Admittedly, there's some language in there about exceptions for "political" crimes, but get a friendly judge and a Party prosecutor, and you could probably get around that pretty easily, given the current political climate...
