I think he's signaling that is the case after SCOTUS kills them.
Since the states that had the strictest lockdown and vax policies are now facing the highest # of Covid cases... it appears that there is no State solution to Covid too.

Remember the election was stolen at the county level. Blue states are not alone in this a lot of red states have rinos in office. I know mine does and the only reason you see North Dakota on lists fighting against Biden's mandates is because we are putting pressure on our elected officials.
I see a lot of people awake but a lot are still asleep or just complacent. The local high school in my tiny town of 3000 has been infiltrated by liberals and crt. We have a lot of based people here too.
It's not just a blue state problem it's an every state problem. I think in some ways it's almost harder in red states because you have to convince people to motivate.

I know, but I also know there are a lot of conservatives in CA. I think people are realizing this after Newsome stole the recall. If I was in CA the place I would start in finding based conservatives trying to reform the election would be the people who started the petition to recall Newsome.
