This shouldn't be a shock. The shop lifter appeared white and wasn't in sports gear. He looked like he was more of a rural outsdoorsy type. (He didn't look like a gangster.)
If he was a person-of-color, the staff would likely not have called the police in the first place out of fear of being called racist. A black man getting arrested in front of your business is enough to get cancelled, for whatever the reason is. That encounter could be the next George Floyd moment and you wouldn't want your store name or logo anywhere near that.
Result of a combination of store policy and personal employees choice on how to proceed in these situations. Liberal retail workers in Oregon do not know how to interact with people of color in these types of situations and typically err toward doing nothing.
