They just haven't used it much at all. They don't want to advertise this automobile tracking and shutdown ability.
Let's put it this way: If you can call Onstar to unlock your car doors remotely... what makes you think they can't turn off the car engine? Any time the NSA or DOJ needs to, they can shut down any car (or massive #'s of cars) in the U.S. within a few minutes time.
You should be able to disable it if you own it outright. There’s plenty of people who would finance a Land Rover, if they could, and drive cross country never to be found again. It happened a lot.
I pay cash as well, but I buy used vehicles. From what I’m told, dealerships, on new vehicles, will not accept cash. And this is coming from an uncle work(ed) as a salesman for Ford/Nissan.
First thing I did was disable On-Star on my truck. If you remove the entire thing you'll throw a shit ton of codes but if you remove the board that sends and receives signals you're good!
It is... and has been for at least 10-years.

Yup! Companies are able to hit the kill switch and track for repossession purposes.
Which is bullshit, because financing is usually 3rd party.
I pay CASH for new vehicles. Whats their excuse for a switch for my car?
