I've been saying for a while that Ford has been forced into the mandates/shut-downs for Ontario. I also believe (although to a lesser extent) that he was pushed into clearing the bridge as he did. I believe he was going to make this announcement 2 weeks ago. But, then again.....there is an election coming.
