Because if you don't list a certain specialty that you're accepting, even if it's just for general surgery, then the pediatric surgeons who safe capable of doing the jobs wouldn't ever apply. In the medical field you don't just call for "surgeons" because there's so many types. And yes, some may not be able to be battlefield hospital surgeons, but I'm pretty sure pediatric surgeons could.
Why pediatric surgeons? That's awfully specific.
I have a bad feeling about this.
I would not read so much into it, a pediatric surgeon is just as capable to take care of wounded adults too.
Actually, no. The document literally says "врач-детскии хирург" which translates to "children's surgeon doctor"
Then why ask specifically for pediatric surgeons?
Pediatric surgeon is extremely specific, there is a reason.

Okay.
In some parts of the world, "surgeon" simply means a "physician" of any kind - not necessarily one who specializes in actual surgery.
It's common in the UK and places using British English to refer to a "doctor" as a "surgeon" regardless of specialty.
In this document, they may actually be requesting "pediatricians".
Good point, I missed that part.
