Now Scavino is stating Trump’s speech was the SOTU And it caused something to “kick in”...

Yeah I listened to it live, I went crazy at that line, before dropping back to reality when he continued the context that it was in the past
"in summation, as your President, ..." is the way I would transcribe it. Give or take a second comma.
