What I saw said it was along party lines.
A Democratic Senate aide told the American Independent Foundation that the measure "won't go anywhere in the House and President Biden would veto it." A veto override would require two-thirds' support in the House and Senate.
Since it's destined to now go die in Nancy's House, it's just a symbolic Senate vote. So, maybe that's why Manchin didn't bother supporting it. He's busy trying to ban Russian oil imports. I'd hope he's doing that to spur domestic production, but who knows.

Five senators, 3 dem 2 repub, weren't present and didn't vote.
Dems: Mark Kelly (Ariz.), Dianne Feinstein (Calif.) and Alex Padilla (Calif.)
Repubs: James Inhofe (Okla.) and Richard Burr (N.C.)
