Probably most of it. Most NATO members were skimping on their portion of the funding for years. Except really for a handful of Eastern European Countries that remain paranoid about Russia deciding to go all USSR again.
Which means the U.S picked up the tab. And the do nothing bureaucrats and Brass in Brussels kept collecting fat checks.

Putin and the Russian military really need to put significantly more effort into counter-propaganda measures as possible. Otherwise the whole military operation will end up doing more harm than good. Start showing the world the chemical labs, the corruption, the neo Nazis. This is where Russia is literally stuck in the 20th century in and isn't equipped for 21st century warfare which is mostly now waged in the media.
That laptop looks old, like from the early 2000's.
We still had laptops at work like that until about 2016, I wouldn't be surprised if they still have such old shit over there.
My grandma had a laptop that looked just like that when I was a kid, that's why I thought it was old lol.
I believe that is a Thinkpad t420 or t520, either way they are still very powerful today just not very efficient. Laptop enthusiasts love them for their expandability, excellent keyboard (look at all those keys!), and durability.
If you zoom in on the lower right corner it looks like R50G, or R50, which searching I found an article on it from 2013 so it could be up to 10 years old.
My guess would be it got rotated out of use a few years ago and repurposed to where it was found.
Ha, well, if all the equipment is as old as that laptop, they obviously don't put much importance on supporting them. It's a Thinkpad R50, could be about 10 years old.
