And one of two others:
Extremely good technical ability to hide your identity from the government
Immunity for investigation
But even if you ignore the (admittedly silly illegality of viewing materials of illegal activity to disseminate the information of said illegal activity so others don't have to) the worst part is actually having the mental fortitude to do it.
I could not work this role in the government. I could not investigate these sorts of crimes. Seeing real children abused makes me actively lose my composure and want to assault the abusers, which is not a good thing for an investigator.
The TL;DR: Just let the people better qualified handle it. It's safer that way, both legally and mentally. Shit stays with you.
