I assume he meant to say that the virus kills people of color at twice the rate of whites, but he said vaccines instead.
I wish he would throw some actual data out to go with that wishy washy statement. Is the survival rate still 99.75 percent across all ages and races? Are the majority of the deaths still happening in people over the age of 75? If so, then what difference does it make if people of color die twice as much as white folks? They're still at very little risk of death, similar to a bad influenza year.
What factors are responsible for Covid killing more people of color? Are they eating well? Do they get good water? Do they exercise? Are more people of color obese? Perhaps their life situation has something to do with their increased risk of dying. Maybe they don't get the best quality medical care. Maybe the areas where they live are populated with a greater percentage of unethical medical professionals who follow the government recommendations on how to kill, I mean treat, patients.
Becerra is trying to shame people of color into taking the vaccine. He is implying they are ignorant minorities because they haven't accepted the experimental medical products. If I was a person of color, I would be pissed. I'd be screaming racism.
People of color, especially black people, have a well-earned suspicion of medical professionals that white folks haven't learned yet.

I only know of one person who died of it. He wasn’t huge but he was overweight. He got it pretty early and all the medical workers were scared shitless. I suspect he was ventilated and left to die in the hospital.

You bring up a good point. WHITES are far more likely to reach the age of 70+ than BLACKS (many reasons for this, not worth getting into here)
So because black people are younger on average and since the "virus" kills mostly old people, simple statistics would tell us a HIGHER percent of white people should die (out of total white people) than black people (out of total black people)
So it's highly unlike this douchebag misspoke, because it wouldn't make any sense
