I swear I've seen that tall Asian dude someplace else. Before he that steps up onto the curb to block the camera view, he's standing in the street sorta to mark where the Scoobie van should stop. Based on the cops hand gesture, it looks like the cop is taking directions from the tall guy.

Any other Anon's seen him before? Was he at Poppa Bush's funeral, or maybe when Pelosi was at the capitol and told "Don't say anything"?
