We're still trying to figure this out, as far as I'm concerned.
During the Kennedy years, CASTLE was an internal codeword that referred to the White House. Not just the building, but the administration as well.
It's been synonymous with the White House since then.
Other CASTLEs include the RED and GREEN Castle comms, which refer to the US Corps. of Engineers.

In short, CASTLE is a fortification for the Royalty. The big-wigs in charge. The Kings. Who are the Kings in Charge at the moment?
If the King went away for a time, who would he hand the KEYS of the Kingdom over to?
Would he lock the doors if he were to hand the KEYS to someone he trusted?
In short, I think it means that no one is in the White House, as Devolution purports and is supported by the fake White House sets Biden is openly using.
One last theory is that Patriots set up a ton of plans before Trump's departure from the White House and no one is allowed to (or has to) do anything now. The Castle is Safe, under LOCK and KEY, and now all they have to do is wait for the RATS who snuck in to starve to death.

Castling in Chess is when the Rook and King move atypically, where by the King ends up in a corner and the Rook beside him. It's a move that swaps pieces, and is instrumental into why Chess cannot be solved like a tic-tac-toe problem.
