But in their "downtime" these bots also spammed retweets of socially corrupting pornography to the masses. Assuredly minors stumbled upon this content.

Officially, 70% of Twitter revenue comes from advertising. Whatever the case may be, there's a significant amount of ad money coming from non-gov't agencies and they will have every legal precedent to pilfer twitter of everything for committing fraud.
In fact, I'll bet you Twitter is a revenue stream for the 3-letter agencies to make money AND influence the masses at the same time rather than just constantly giving Twitter taxpayer money. Its probably easier to wash the money that way.
