Yellow and blue = 5 in flag semifore, 2 flags 5:5 Blue and yellow also letter K and indicates the desire to communicate. Or the letter D which indicates keep clear maneuvering with difficulty. Or combine I and J indicating altering course to port (left) dangerous cargo. Or D, etc.
