There are numerous types of coal and and what I meant by dirty is the amount of "pollution" it pumps into the air.
Russia is almost entirely brown coal. While it does have less carbon in it, brown coal has only 25% of the heating power of black coal. That means you'd have to burn 3X the amount of brown coal to heat the same as black coal. While black coal is "dirtier" it takes far less of it to heat anything.
The US and Europe are comprised almost entirely of black coal. Russia's coal is cheaper because it sucks at heating.
That's what it is. Europe has brown coal which requires more burning. This is a problem for green fags.

This could go on forever, back in the days when Germany was still using coal it became a big deal when they in the name of "muh environment" had outsourced to foreign companies to mine for the coal in Germany, turns out this mining company didn't have to play by the same rules as the local ones, and they where tearing down entire villages, including historical buildings to dig for coal.
Probably happens again after they realize that the coal comes from Russia. 🤡🤡🤡
