I think the hyperlink in the Twitter you just posted is spoofed. If you copy the hyperlink address (without clicking on it, because downloading pdfs from random people online isn't the smartest thing to do) and paste that text , you can see that it leads here-
I can't seem to find any info on this when I search via the FOIA and docid numbers ( which is in a different font from the rest of the paper. I'm not sure I've ever paid attention to the fonts in FOIA papers, but this one just looked wrong to me.)
