You cannot prosecute someone for something that is legal in another state, for if that were the case every person who went to NV for prostitution, or WA/CO for weed would be instantly prosecuted on the way back.
Or if you live in CA, but moved your car to FL where SMOG is not tested for.
So ... If I understand the Kyle R prosecution farce , it's illegal for Minors to cross state borders with a weapon, just IN CASE he had to defend his own life.... but it's not illegal to do the same, to pre-emptively end a life?

You're absolutely right. IMO, it's up to the legislative body in the other country to outlaw the actions, and the cops to bust offenders.
