She is getting her sense of fulfillment by way of internet points. In 1995, women had families to fill that evolutionary need.

She's checking the ice cream ingredients with her Tricorder in the Med Bay. You can tell because she must be a doctor who just hasn't had a chance to remove her surgical mask after finishing the last patient.
For some reason a lady with a Holstein bandana, is trying to use her calculator to figure out something about an ice cream cone.
I really found this question interesting on its merits and not just humorous. So I really thought about it, and here's what I think a person from 1995 would think.
1- The phone. Their first frame of reference will probably be a Gameboy, a Gamegear, and then spy movies, sci-fi gadgetry.
2- The mask. The first thought for someone from the 90's might be a Ninja. So in conjunction with the handheld device, they might think this is a scene from a movie. Maybe a Ninja movie with a female villain?
3- The Ice Cream then makes the movie look like a comedy, or some Roger Rabbit kind of movie.
So, all told, I think a person from 1995 would see this photo and think it was maybe from some movie, involving Ninjas with high tech gadgets.
I am from the late 1900s and I find this photo distressing.
OK, playing along - I would assume it was some kind of fancy diet thing. Like the mask is obviously to prevent her from eating the ice cream, and the phone is some kind of technology that gives her an aversion to it or something.

I would think it's some sort of mirror and she was trying to see herself and the cone at the same time. I dont think I would have a reason for the mask... maybe think she was a nurse or sick?

We had Camara phones as well,sometime around their.
The first flip phone didn't come out until 1996 and the first iPhone wasn't introduced until 2007.

Nobody I knew had a flip phone at that time. If anything, they had a pager.
I'm older all those years look the same to me now. I was doing the same stuff in 96 that I did in 06
