You go for the second level. This is the support level that makes it possible.
If you take out the head, another head will appear; you have left the support level in place and made it easy for the replacement.
You have to go after those who finance this stuff first.
Stop the money pipe. It’s much easier to take everyone down once the money pipe is shut off.

You don't want to make a martyr out of the head.
You want the support level to abandon the head.
This as well. It's important to destroy their infrastructure so that another head can't just take over quickly or that the underlings just continue on their own. At some point the minions need to get moped up.
