Mid tier and below colleges need $ paying students and tend to recruit anyone who may fill that bill. My daughter used to get several a week from rinky dink colleges around the country. I think they get their mailing lists from the SAT testing programs.

It's an ingenious way to charge different rates without being charged with discrimination and ensuring they maximize their income stream. They do call them scholarships but market them as enabling low income college students.
