No they are literally talking about giant sails, not once in there does it mention how these sails will be powered, lowered raised, and in the concept they are showing the masts folding down too.
I suspect the huge rigid sails will use clean electricity to manipulate them. The clean quiet electricity can work day or night, rain or shine since it is produced below deck by diesel generators.
That's what I thought at first too. But then I went and found the full article, and then I checked their website. This was the first concept with giant 360 degree rotating sails. Now if you go onto the website I linked it explains everything about the ship in question. I'll link it here for you too.
It's an interesting tech. Omni directional turbines can shave about fifteen percent of the fuel on a trip. No way wind is replacing combustion engines, but it can assist.
