And if you split it into a bunch of 'smaller' agencies in 20 years they will all be bloated up to the size of the FBI, so we'll just have a dozen fucking FBIs anyway.

cut off the head, cut out the heart, burn the body, head, and heart separately and scatter the ashes over three separate bodies of water.

classic method of purifying evil and preventing it from reforming(usually vampires and I think witches, but could apply to others as well)
