The special interests write bills that benefit themselves. They shop it around to legislators who can be bribed to sponsor said bill. The leadership and the whips then intimidate the legislators into voting for the bill. It may get some edits to make part of it palatable to the public while hiding its true intent.
Its this process that drives Pelosi to say you have to pass the bill to know whats in it.
Pork has always been a huge problem for me. To many deals to be made and you have to weigh whether the goods things in any bill are worth the bad. It’s a shit system.
Plenty of laws need to be intricate and address other facets of society.
Imagine writing a law that limits big pharma advertising. It has to address print, TV, internet, age, stipulations for existing spending, deadlines and more.
Then you have politicians have an easy scapegoat for not passing laws people want. "Sorry folks, one page couldn't fit it all."
Someone should sneak this into one of their 1000+ page bills, and they'll probably be stupid enough to not read it and vote on it anyways... 🤔

If I was in congress I would vote NO on ANY bill I cannot read (and discuss) in a reasonable amount of time.
Not only cant they read it, but they cant even bring it up for discussion or debate.
