Question is what is the normal lag time in normal times for bills with the new Secretary of the Treasury's signature, Janet Yellen in this instance, to begin circulation.

We are 17 months into Janet Yellen's term as Secretary of the Treasury.

Seems like a too much time has passed to not have seen Yellen's signature on US currency.
