Logically this would require access to the same or better technology than the government's own military; including nuclear deterrence. If a weapon is too extreme for a group of private citizens to posses, a government shouldn't posses it either.

If I was a State governor with coastal waters, I’d allocate funds for a state coast guard, and give the state its own naval war capability. That should put some illegal smugglers and the feds in check.

Put a bounty of $1,000,000,000 on each terrorist on the list of hijackers. And then create a list with international terrorists in the middle east with bounties on their heads.

This civilization isolates people down to a minimum. From Tribe down to Clan down to Nuclear Family down to the fully isolated Individual.
As a Tribe you could actually maintain supply and man a warship. Peacetime operations you would need to use it as an earner somehow (expeditionary?) and wartime you would need to prize or salvage war targets.
