The concept was introduced to enable effective self defence against a citizens own government. Logically this would require access to the same or better technology than the government's own military; including nuclear deterrence. If a weapon is too extreme for a group of private citizens to posses, a government shouldn't posses it either.
Tyrants aren't afraid of shotguns. That's why you can own one in England. 2nd is about deterrence. You want to be so dangerous you don't have to use them. IE nukes and how they gave us the greatest era of peace in history.
If I was a State governor with coastal waters, Iโd allocate funds for a state coast guard, and give the state its own naval war capability. That should put some illegal smugglers and the feds in check.
Even before the Declaration of Independence July 4th; 1776 and the subsequent formation of the US Navy, there were civilian ships at war. George Washington and Congress approved their use to plunder, pillage, maraud and raid enemy shipping and they had no letter of Marquee. They were literally pirates.
The War's unpleasantries stated in April 1775 with Lexington and Concord.
At sea, among other engagements
"At dusk on 28 November, 1775 Manley captured the much larger (250-ton) but unarmed Nancy.
This was the first important prize taken by the Americans, and Washington sent reinforcements to Cape Ann to secure her. She yielded 2,000 muskets, 100,000 flints, 30,000 round shot, 30 tons of musket shot, and a 13-inch brass mortar weighing over 2,700 pounds. The latter entered into American service and was dubbed "Congress" in a joyous mock christening ceremony. The materiel taken from the Nancy provided significant logistical support for the ordnance-starved Continental Army."
Letters of Marque is how we should have handled 9/11.
Put a bounty of $1,000,000,000 on each terrorist on the list of hijackers. And then create a list with international terrorists in the middle east with bounties on their heads.
Corporate interests would have sprung up to solve this problem.
This civilization isolates people down to a minimum. From Tribe down to Clan down to Nuclear Family down to the fully isolated Individual.
As a Tribe you could actually maintain supply and man a warship. Peacetime operations you would need to use it as an earner somehow (expeditionary?) and wartime you would need to prize or salvage war targets. If any of you all want to give this a shot then you are my tribe henceforth. The concept is historically American as fuck. I suspect the french pirates of the caribbean era are the ancestors of our Cajun population.

Especially, the government should be precluded from having it ....

This is an excellent point, OP. ๐ช๐ผ๐ช๐ผ

This extended to all weapons of war; i.e. canons of all sizes, mortars, rifles and small arms of all makes, etc.

I'd be happy with a couple SAMs and an LAV-25
A few months ago someone could have gotten a great deal on one too! enter text What a great party boat! (hope I did the link right)
Now thereโs a fucking MAGA boat parade!
I donโt know if I desserve this but I am really touched, LQdy!โฅ๏ธ๐
Aww shucks.
It makes me sad to think all the wonderful boats piled up in SW Florida are probably Trump paraders. I hope theyโre somehow salvageable.
