If 'simulation' means engineered fake realities, then yes.
Humans are the programmers of that.
DNA and natrual laws are god's program.
If these two concepts are not what is meant by 'we are living in a simulation'....then ask..."Who programmed the programmer?"
Exactly. "We are in a simulation" is essentially creationism. It is an atheist version of God because it is an admission that materialism alone is insufficient to explain reality. "Act like you are in a simulation that you paid to experience, and watch how everything falls into place for you" is much like "Trust in God"

Its all God. Just because we discover the working parts does not disprove his divinity, it only brings us closer to him, and to understanding his purposes and mechanisms. In turn we can become better beings.

These kinds of ponderings are extremely unconvincing and logically untenable.
Notions of:
Simulation
Program
Programmer
(or anything that refer to the human brain or consciousness in computational terms)
are all artificial, derivative concepts borne out of the human imagination. And they all carry meanings established in specialized industries.
So what is the justification to then shuttle those terms into metaphyics and cosmogonies that transcend any historically recent technological and cultural concepts borne out of certain human imaginations? That's logically the thing as some bored nerdy kid one afternoon slapping together a paper mache orrery with dangling Pokemon characters, and declaring "This! This explains our reality!"
