All election offices should be required to count and tally the total number of ballots first before opening any so everyone knows the number they start at and should be the number they finish. Any and all ballots should be adjucated with reps from both teams witnessing. No operations in the shadows.

Transparency should be #1. Cameras everywhere and many eyes everywhere. Anything that's not is higher suspect for cheating

The dense (blue) population centers turn in their votes first. Then they wait on the rural areas.
