I live in Chicago. I can say things that I see, and I do not see. So.. fraud is real, just like the sun comes up in Chicago. You have to have a lot of backing to go against the power. Not there in my opinion... maybe I'm wrong but usually not. They tolerate me for the most part because I'm pro "City", and act "pro union" though I'm not. I will say the enemy is not dumb.
It is big cities that are complex enough to support the cheat. There are only a few cities where the citizenry is actually D, but the larger numbers provide believable cover for literally countless fake votes. The sheer numbers also makes it absolute murder to investigate instances of fraud.
Quite certain it's the 'fraud is so solid they immediately appear blue.' California barely closed their polls and they gave the win to the Democrats. I mean, a huge state like that, there's no way they'd know that quickly unless it's been planned out in advance. Same goes for New York and Illinois too
