That would take some thoughtful design but a good many billionaires are rich only because they purchase government's power to coerce or (for example) build weapons of war and lobby for (what else?) more wars and "police actions." And as they get richer, they have more and more money and influence to steer government policy and money their way.
And when the government pretends that 75%+ of their teat-suckling people exist, when they are actually phantoms, they then harvest those ballots via mail-in.
