If, according to the devolution hypothesis, he is President-in-Exile, he may introduce the relevant head of the military (I can't believe it would be Miley) to announce an Operation that has been activated upon the occurrence of legitimizing conditions. This would legally get him off the hook for being accused of a coup. Good optics...although in my book, "good optics" would be a blinding flash (and a deafening report).

There's a lot of evidence that DJT remains CinC - although there's no open source proof at this time.
