I like his recent actions, but I still don't believe he's actually on our side
He doesn't have to be on our side directly. If he stays chaotically neutral and has a platform for both sides to shout their ideas at each other it's already way better than before.

Why would you need 3,000 to 5,000 people anyway for twitter? Engineers I understand, but what were the other roles??

For managers, power and prestige are determined by the number of people that are directly and indirectly reporting to them.
This gives them a strong incentive to inflate their head counts...
