Marc Elias has entered the chat and given Hobbs ideas. This no doubt relates to the Mohave County supervisors voting under duress.
Yavapai County also voted under duress. There is something to both using the same verbage. Looked up the definition. Duress implicates forced, threatened, making somebody do something.

Honestly, I wasn't too surprised at Mohave. I always felt they were a little corrupt. And County Supervisors generally expect to be more like mayors than leaders. This is turning into a mafia shakedown though.

I think she is beyond stupid or got mental illness. You cannot force things like that without people revolting.
It's like forcing someone to marry her. It works well.
In a REAL world without corrupt judges, this would only prove the legality of the election laws she's broken and ignored.

Is there a penalty to extorting an official to commit an illegal act, by means of a legal threat?
By law she has to. As Sec. of State she is required by law to make sure the votes are certified by a specified date. If Cochise County doesn't certify, none of their votes will be counted (by State law) and they will cause a Republican U.S. Representative win to flip to a Democrat. The choice is up to Cochise County at this point.
That should be nullified in a fraudulent election.
You legally cannot certify a fraudulent election. Doing so is treason
