I believe this is a reference to martial law. Civil authority is overtaken by military authority. Habeus corpus is suspended (fundamental right in the Constitution that protects against unlawful and indefinite imprisonment) and other constitutional rights are not guaranteed. Usually happens during time of invasion or rebellion. AND THE BEST PART, possible military tribunals!

That's not actually true though - plenty of things happen in open and direct violation of Article VI every day, and nothing happens. There is no mechanism to enforce the Constitution agreeing with itself, especially under martial law.

It was a real sticky wicket because there were those who were very much trying to use the Constitution's framing for their own political ends, and they saw an opportunity to end a long-standing practice they saw as evil: human trafficking. Any universal guarantee of rights would have to be secondary, because it would take multiple years more to hammer out wordings (and just a lot of time spent sweet-talking and assuring the South) that wouldn't free the victims of human trafficking, thus robbing half of the country of their industrial might, and making them economically subservient to the other half.

Martial law wont be permanent, they wont be re-writing the constitution. They'll probably suspend Habeas Corpus so they can make mass arrests and hold these people for their tribunals. They also might suspend your constitutional right to freedom of movement while arrests are being made.

If civilians handle it, it will be chaos and mob rule and these criminals will not be held accountable they will sneak into the shadows amidst the confusion of trying to collectively resolve this corruption and untangle the entrenched bureaucratic catastrophe that we face. If we don’t have a patriotic military that will root out this treason then we as a people won’t be able to restore our constitutional republic, in which violence, chaos and bloodshed will follow.
